CBAM verifiers: who can verify, where to find one and what they check

Your buyer can use your actual emissions only after an accredited verifier has checked them. Who may verify, where the official list is, what they look at and how to prepare.

From 2026 an EU importer can declare your actual emissions instead of the EU default value only if an accredited CBAM verifier has checked them. Without a verification report the default applies, with its mark-up of 10% in 2026, 20% in 2027 and 30% from 2028.

Who can verify

Only firms accredited for CBAM by a national accreditation body of an EU or EEA country. Those bodies are the only ones that can grant CBAM accreditation. Verification firms outside the EU can be accredited by any of them that offers it. Ask a verifier for its accreditation certificate and check that it covers CBAM and your sector: iron and steel, or aluminium.

Where to find one

The Commission will publish the list of accredited CBAM verifiers on its CBAM verification page. On 10 October 2026 there was no list there yet; the page carries a state of play of accreditation (7 October 2026), and the first accreditations were expected around September 2026. Until the list is out, ask a verifier for its accreditation certificate from an EU or EEA national accreditation body, and be careful with offers of "CBAM certification" from firms that cannot show one.

Which accreditation bodies accredit CBAM verifiers

Only EU and EEA national accreditation bodies can accredit CBAM verifiers. A verification firm outside the EU must apply to one that accredits verifiers established in third countries.

When

  • From September 2026: accredited verifiers register in the CBAM Registry and can start work.
  • From January 2027: first verification reports for 2026.
  • By 30 September 2027: importers complete their declarations for 2026 imports.

Verifiers are few and every exporter needs them in the same months. Book early.

What they check

The verifier reviews how you monitor (fuel, production, bought materials), your emissions calculation and the evidence behind it: fuel invoices, meter readings, production registers and your suppliers' data. It then issues a verification report. Ask in the quote whether a visit to your plant is included and how many days it takes.

How to prepare

  • Work through the verification checklist and gather each record.
  • Estimate your figure and the yearly saving with the emissions calculator, then compare it with each quote.
  • Ask your mill for its verified figure with the supplier letter: bought metal is usually most of a processor's figure.
